Changes the cost allocation formula for regional school districts from using single-year student enrollment to using a three-year average of pupils in average daily membership.

Removes the provision allowing boards to recalculate payments based on current school year enrollment and adjust the following year's payments accordingly.

Extends the period before a regional school district must use the standard allocation formula from one year to three years of operation.

Effective date is July 1, 2011, and amends section 10-51(b) of the general statutes.
