Changes family support magistrate appointments from Governor-appointed (three-year terms) to Governor-nominated and General Assembly-appointed positions (four-year terms) effective January 1, 2012.

Magistrates serving before January 1, 2012 continue in their three-year terms and may serve beyond expiration until a successor is appointed or nomination fails.

Requires Governor nominations to be referred to the Judiciary Committee, which must report within 30 legislative days, and appointments made by concurrent resolution with individual roll-call votes.

Allows the Judiciary Committee to investigate nominees and review complaints, with authority to approve or disapprove interim vacancy appointments within 45 days (extendable by 15 days).

Expands removal procedures to include admonishment, censure, and suspension under chapter 872a in addition to Governor removal for cause.
