Establishes a task force effective July 1, 2011 to develop a master plan eliminating Connecticut's academic achievement gap between racial and socioeconomic groups by January 1, 2020, with appointments from legislative leaders and the Commissioner of Education.

Creates an Interagency Council for Ending the Achievement Gap chaired by the Lieutenant Governor, consisting of commissioners from education, children and family services, social services, public health, higher education, economic development, administrative services, and the Office of Policy and Management.

Requires the Department of Education to develop model curricula in reading and mathematics for prekindergarten through grade four by July 1, 2012, and to identify school districts with achievement gaps that must submit biannual accountability reports.

Establishes a Connecticut School Cultural Resource Center to develop culturally-relevant teaching methods for English language learners and provide professional development for teachers.

Allows schools designated as low achieving to increase school days and hours annually; requires priority school districts to provide school readiness spaces and full-day kindergarten to all eligible children by July 1, 2013; and creates an educator certification reciprocity program with other states.
