Allows pupils aged 16-18 who are expelled for the first time and wish to continue education to be offered an alternative educational opportunity if they meet conditions set by their local or regional board of education.

Permits placement of pupils at least 16 years old in adult education programs as part of an alternative educational opportunity during expulsion, with no requirement to withdraw from school under section 10-184.

Requires school principals to approve enrollment of full-time students in adult education activities, except when such enrollment is part of an expulsion alternative educational opportunity.

Mandates that local and regional boards of education establish or provide adult education programs covering Americanization, U.S. citizenship, English for limited proficiency speakers, and school completion programs.

Authorizes boards of education to offer additional adult education subjects including vocational education, adult literacy, parenting skills, and other activities.
