Removes the prohibition on using nonpublic school teaching experience for professional educator certification, effective July 1, 2011, allowing such experience to count toward the three-year satisfactory teaching requirement.

Extends professional educator certificate renewal requirements to include certified employees of nonpublic schools approved by the State Board of Education, requiring ninety hours of continuing education every five years.

Permits teaching experience in approved nonpublic schools to count toward initial educator certificate preparation requirements when completed as part of a cooperating teacher program through higher education institutions.

Allows certified teachers at nonpublic schools to participate in the cooperating teacher program, provided they pay their own program costs and public school teachers receive enrollment priority.

Requires all teacher preparation programs entering on or after July 1, 2012 to include training in professional teaching standards covering learner development, standards-based instruction, classroom management, assessment, and professional responsibilities.
