Repeals and replaces Section 19a-112a to establish a Commission on the Standardization of the Collection of Evidence in Sexual Assault Investigations composed of 14 members including law enforcement, medical professionals, and victim advocacy representatives, effective October 1, 2011.

Requires sexual assault forensic examiners to provide eligible victims with a card guaranteeing payment for nonoccupational post-exposure prophylaxis for HIV (nPEP) by the Office of Victim Services from the Criminal Injuries Compensation Fund.

Mandates that health care facilities follow standardized protocols for sexual assault evidence collection and provide evidence collection kits to all facilities at no cost.

Prohibits health care facilities from charging victims for examination costs, testing for pregnancy and sexually transmitted diseases, prophylactic treatment, or toxicology screening; costs shall be charged to the Office of Victim Services or Division of Scientific Services.

Directs the commission to recommend protocols to the Chief State's Attorney for adoption as regulations and to establish a mandatory training program for health care facility staff on evidence collection procedures.
