Allows public service technicians to obtain a certificate of registration from the Department of Consumer Protection instead of a traditional electrical license, provided their employer certifies they have necessary training and experience.

Requires training and experience programs for public service technicians to be relevant to job duties and approved biennially by the Labor Department, which must consider employee specialization, service record, and quality assurance measures.

Employees enrolled in training programs receive a trainee's certificate valid for the duration of training and may only perform telecommunications electrical work under supervision of a registered public service technician or journeyman.

Registration expires annually with the same fee as a journeyman's license, and registrants are subject to the same disciplinary actions as journeymen; companies must display their name, logo, or trademark on vehicles and printed materials instead of a contractor's license number.
