Requires police officers to review video evidence including two or more digital photographs and a witness affidavit before issuing a summons, which must be mailed to the vehicle owner within 10 days of the alleged violation.

Allows photographic or digital images as sufficient proof of vehicle identity for citations and establishes that recorded images are admissible as evidence without further authentication.

Directs state to remit fines from school bus violations to municipalities where violations occurred, after crediting 12% to the Special Transportation Fund and 8% to the General Fund.
