Department of Public Utility Control shall establish a program granting awards of $200-$500 per kilowatt to retail electric customers for distributed resource projects, recoverable from federally mandated congestion charges.

Awards shall only be granted if the projected reduction in congestion charges exceeds the award amount, with award levels based on each project's impact on reducing congestion charges.

Department may grant an additional award of $200-$500 per kilowatt to customers who previously received an award under the program.

Department must conduct a contested case proceeding by October 1, 2005 to establish additional award standards, criteria, and application processes.

Department shall conduct annual assessments and submit biennial reports to the joint standing committee on energy regarding program effectiveness, project types, and contributions to fuel diversity and energy independence.
