Department of Public Utility Control must develop a request for proposals for renewable generation in the state by October 1, 2011, through a contested case proceeding.

Proposals may include various cost-recovery methodologies such as cost-of-service or production-based payment structures.

Electric distribution companies are permitted to submit proposals on the same basis as other respondents.

Department shall initiate a docket to evaluate proposals and select the one resulting in the least cost to ratepayers, with authority to reject all proposals if necessary.

Legislation becomes effective upon passage.
