Redefines "tenant of the authority" to include tenants living in housing owned or managed by a housing authority or receiving housing assistance in programs directly administered by the authority.

Requires housing authorities to notify all tenants and tenant organizations at least 60 days before appointing a tenant commissioner, and establishes a petition process allowing 10% of tenants (or 75 tenants, whichever is less) to trigger a fair election within 30 days.

If no election is petitioned, the recognized jurisdiction-wide tenant organization (selected through jurisdiction-wide elections) may appoint the tenant commissioner; if appointment is not made within 90 days, the housing authority shall select the appointee.

Designates a tenant organization as the recognized jurisdiction-wide tenant organization only if its governing board members were elected through jurisdiction-wide elections and it meets HUD requirements for elected jurisdiction-wide resident councils.

Allows commissioners to serve as justices of the peace or registrars of voters, and permits tenant commissioners to serve on housing authority commissions without regard to whether they receive federal housing assistance.
