Allows injured employees to claim workers' compensation while maintaining their right to sue third parties for damages, and allows employers and the Second Injury Fund to recover amounts paid as compensation.

Requires employers, insurance carriers, or the Second Injury Fund to provide written notice of a lien to the third party prior to judgment or settlement for the lien to be enforceable and prevent the loss of their right of action.

When an employee brings the action and recovers damages, the employer's claim is reduced by one-third of benefits to be reimbursed, with this reduction benefiting the employee solely, except when the employer is the state of Connecticut or a political subdivision.

Requires employees bringing suit against third parties to include in their complaint both the amount of compensation already paid and the present worth of probable future compensation payments.

Effective July 1, 2011.
