Prohibits notaries public who are not attorneys from offering legal advice or representation in immigration matters, effective October 1, 2011.

Prohibits notaries public who are not attorneys from using the titles "notario" or "notario publico," effective October 1, 2011.

Expands the definition of unauthorized practice of law to include drafting, reviewing, or analyzing legal documents for clients in Connecticut or researching and advising clients on Connecticut law.

Increases penalties for unauthorized practice of law from a maximum fine of $250 to $1,000 and extends maximum imprisonment from two months to two years.

Maintains exemption for employees of corporations, partnerships, or other business entities who provide legal advice to their employer if admitted to practice in any U.S. state or federal court.
