Requires the Commissioners of Veterans' Affairs, Mental Health and Addiction Services, and Social Services to establish a memorandum of understanding to share information about clients who are veterans and recipients of state medical assistance programs.

Mandates quarterly submission of veteran client identities from Mental Health and Addiction Services and Social Services to the Department of Veterans' Affairs to research and apply for federal medical benefits on their behalf.

Requires the Department of Veterans' Affairs to study the use of trusts established under 42 USC 1396p(d)(4) for veterans and report findings by January 1, 2012, regarding asset protection while maintaining eligibility for state and federal medical benefits.

Directs the Commissioner of Social Services to amend Medicaid application forms by January 1, 2012, to inquire whether applicants or household members have served in the armed forces or receive federal veterans medical benefits.
