Establishes an Interagency and Partnership Advisory Panel on Lupus within the Department of Public Health, effective July 1, 2011, with 16 members appointed by the Governor, legislative leaders, state commissions, and health organizations.

Requires the advisory panel to conduct a needs assessment of lupus education in the state, evaluate existing resources from government agencies and advocacy organizations, and identify gaps in current education modalities.

Directs the advisory panel to develop and implement a comprehensive lupus education and awareness plan by October 1, 2012, targeting health care practitioners, public health personnel, patients, and the general public.

Plan shall include recommendations for distributing medically sound lupus health information through local health departments, schools, hospitals, and community organizations; developing educational materials for health professionals; and maintaining a directory of lupus-related health care services.

Authorizes the Department of Public Health to provide assistance to the advisory panel within available appropriations and permits the Commissioner of Public Health to accept funds from any source to implement the act.
