Replaces the biennial comprehensive master transportation plan requirement with an annual results-based accountability strategic plan developed jointly by the Department of Transportation and Transportation Strategy Board, effective October 1, 2011.

Requires the Department of Transportation to submit annual progress reports to the General Assembly by January 15 each year measuring improvement through primary indicators aligned with the state's desired transportation system results.

Mandates consideration of national performance measures established under federal law, federal surface transportation authorization legislation requirements, state conservation and development plans, and regional long-range transportation plans when developing the strategic plan.

Directs the Transportation Strategy Board to jointly prepare with the Commissioner of Transportation the results-based accountability strategic plan, results statements, indicators, and progress reports under the new framework.

Requires posting of the strategic plan and revisions on the Department of Transportation's website while maintaining copies as public records in the commissioner's office.
