Commissioner of Education must annually determine and certify teacher shortages by subject and geographic area to the Connecticut Housing Finance Authority, effective July 1, 2011

Commissioner's determination of teacher shortages shall consider the number of vacancies, new teacher certificates issued in the prior year, and classes taught by uncertified teachers

Department of Education must electronically distribute information about teacher shortage areas to all higher education institutions with teacher preparation programs by March 1 each year, covering at least the prior five years

Office of Workforce Competitiveness must submit a biennial report to the Board of Governors of Higher Education identifying workforce shortage sectors, needed skills, and recommended career pathways, effective October 1, 2011
