Adds new subsection (h) to Section 54-142a requiring erasure of all police records pertaining to criminal investigations when an individual who was the subject of investigation is not charged with an offense, upon expiration of the applicable statute of limitations under chapter 966.

Clarifies that "court records" subject to erasure do not include official transcripts prepared by court reporters or monitors.

Adds new subsection (g) to Section 52-57 establishing service of process procedures for civil actions against individual police officers by allowing service upon the chief of police or Commissioner of Public Safety, who shall forward process to the officer named.

Requires two copies of process to be served on the police chief or commissioner, with one copy retained and one forwarded to the officer.

Effective date of October 1, 2011 for both sections.
