Requires state agencies to notify the Secretary of the Office of Policy and Management six months prior to declaring land, improvements, or interests as surplus.

Directs the regional planning organization of the affected region to be notified of available surplus state property and allows it to make recommendations to the secretary.

Expands surplus property consideration to include economic development purposes alongside existing provisions for emergency shelters, transitional housing, and low-to-moderate income housing.

Requires the Commissioner of Public Works to notify municipalities, General Assembly members, and registered potential developers before selling, exchanging, or leasing surplus state property, with approval from multiple state bodies required.

Takes effect October 1, 2011.
