Local and regional boards of education must annually establish student objectives for each school year that relate to educational goals and identify specific expectations for student skills, knowledge, and competence (effective July 1, 2011).

All applicants for elementary education certification endorsement must achieve a satisfactory evaluation on a State Board of Education approved mathematics assessment (effective July 1, 2011).

The Department of Education must develop a uniform system of accounting for school expenditures with a chart of accounts for each individual school by January 1, 2012.

Starting with the 2012-2013 school year, all local and regional boards of education, regional educational service centers, vocational-technical schools, and charter schools must maintain accounts under the uniform system and file their charts of accounts annually with the Department of Education.

Charts of accounts must be made publicly available on each school district or school's Internet website.
