Establishes "Crandall school programs" at existing public schools with specialized curricula (arts, STEM, languages, preschool, or full-day kindergarten) designed to promote the Open Choice Program, effective July 1, 2012 for participating districts.

Provides per-pupil grants of $4,000 to districts offering Crandall programs: $4,000 per Hartford resident student in other districts (if at least 25% enrollment from Hartford), and $4,000 per non-resident student in Hartford (if minority enrollment does not exceed 75%).

Authorizes grants up to $250,000 annually for operating costs and enhanced curricula at Crandall programs, plus transportation grants capped at $3,250 per student statewide average.

Modifies the Open Choice Program with a three-tiered receiving district grant structure ($3,000-$6,000 per out-of-district student based on enrollment percentages) for districts assisting with Milo Sheff desegregation goals, starting fiscal year 2012.

Allows regional educational service centers and eligible third-party nonprofits to receive transportation grants up to $3,250 per student for students attending approved school choice programs, including interdistrict magnet schools and Open Choice Program schools.
