Requires the Commissioner of Environmental Protection to adopt regulations by July 1, 1992, mandating stage II gasoline vapor recovery systems at newly constructed gasoline dispensing facilities dispensing more than 10,000 gallons monthly and at existing facilities when tanks are replaced.

Allows the Commissioner to amend regulations as of July 1, 1993, to lower the threshold to facilities dispensing 1,000 gallons or more monthly for new construction or tank replacements.

Permits installation of vapor recovery equipment tested and approved by the California Air Resources Board, with annual testing required according to functional test methods approved by California.

Requires facilities to discontinue using stage II vapor recovery systems upon either the EPA's determination that onboard refueling vapor recovery vehicle emission control systems are in widespread use in the state, or the Department of Environmental Protection's determination that stage II systems are less effective than onboard systems.
