Applicants submitting water quality certification applications to the Commissioner of Environmental Protection under Section 401 of the federal Water Pollution Control Act must publish notice of the application according to state statute section 22a-6g

Commissioner must publish notice of tentative determination on the application within 30 days prior to approving or denying it, following section 22a-6h procedures

Applicants may request a hearing on their application in writing within 30 days after publication of the tentative determination notice, and the commissioner must grant timely filed requests

Hearings must be conducted in accordance with chapter 54 of the general statutes

Applicants may appeal the commissioner's final decision to Superior Court under section 4-183 of the general statutes
