Establishes Long Island Sound commemorative license plates, with design determined by the Commissioners of Environmental Protection and Motor Vehicles, effective January 1, 1993.

Requires the Commissioner of Motor Vehicles to collect fees for commemorative plates and deposit all revenue into the Long Island Sound account for habitat restoration, environmental protection, and public education programs.

Allows the Commissioner of Motor Vehicles to request an optional $15 donation upon plate renewal, with $5 going to DMV administrative costs and $10 deposited into a new habitat restoration matching subaccount.

Creates the habitat restoration matching subaccount within the Long Island Sound account to match federal and private funds for habitat restoration, provide grants to municipalities and nonprofits, and support lobster fishermen affected by regulatory actions.

Permits the Commissioner of Environmental Protection to market the commemorative plate image on merchandise and products, with proceeds deposited in the Long Island Sound account.
