Directs the Legislative Program Review and Investigations Committee to study the state spending cap established under section 18 of article third of the Connecticut Constitution and section 2-33a of the general statutes.

Requires the study to examine the effectiveness of the spending cap in meeting its constitutional and statutory purposes.

Requires examination of how federal mandates and requirements under the Patient Protection and Affordable Care Act and other federal legislation should be treated in relation to the spending cap.

Requires examination of any unintended consequences resulting from the spending cap.

Mandates the committee submit a report with findings and recommendations to the General Assembly no later than February 1, 2012.
