Requires political committees established by two or more individuals to file a biennial registration statement with the State Elections Enforcement Commission on or before November 15, 2012, and every even-numbered year thereafter to remain subject to lobbyist contribution prohibitions.

Establishes that political committees for ongoing political activities must file registration statements by November 15, 2012, and biennially thereafter, even if there are no changes to previously filed information.

Directs the State Elections Enforcement Commission to prepare and distribute a list of committees subject to lobbyist contribution prohibitions to legislative leaders and state officers prior to each regular legislative session.

Provides an absolute defense against enforcement actions for any lobbyist or campaign treasurer who acts in good faith reliance on the commission's lists of prohibited committees.
