• Allows joint account contributions to be allocated according to signed statements from account holders, rather than automatically attributed to the person who signed the check.

• Eliminates separate reporting requirements for state central committees and requires all campaign committees to file weekly supplemental campaign finance statements during primary and general election campaigns beginning the Thursday after July filings.

• Prohibits contributions from individuals under 12 years old and includes sole proprietorships in the definition of "individual" for qualifying contributions under the Citizens' Election Program.

• Establishes organization expenditure limits for state-wide offices: $50,000 for Governor, $35,000 per candidate for Lieutenant Governor/Attorney General/State Comptroller/State Treasurer/Secretary of the State, and $13,500 for town committees supporting these offices in general elections.

• Extends the grant application review period from four to ten business days for participating candidates seeking state-wide offices, and exempts candidate committees spending under $1,000 from filing weekly supplemental statements.
