Removes the three-year limit on sentence modification, allowing courts to reduce sentences of any length after hearing and for good cause shown.

Eliminates the requirement that defendants and state's attorneys must agree to seek sentence review for sentences longer than three years.

Prohibits modification of mandatory minimum sentences that cannot be suspended or reduced by law.

Requires courts to permit crime victims (or their legal representatives or immediate family members) to appear and make statements regarding proposed sentence modifications, or submit written statements for the court record.

Takes effect October 1, 2011.
