Establishes a three-year energy efficiency pilot program administered by the Department of Public Works in consultation with Environmental Protection and Public Utility Control departments to improve energy efficiency in state and municipal-owned buildings, effective July 1, 2011.

Requires the Commissioner of Public Works to establish auditor and contractor criteria by October 1, 2011, compile an inventory of target buildings by December 1, 2011, and establish a roster of qualified auditors by January 1, 2012.

Defines "energy-saving measures" to include lighting upgrades, HVAC modifications, water conservation fixtures, insulation, windows and doors replacement, automated control systems, cogeneration systems, and renewable energy installations.

Requires the Department of Public Works to issue requests for proposals for cost-effective energy improvements within 30 days of receiving energy audits and select contractors based on experience, qualifications, financial stability, and project proximity.

Mandates the Department of Public Works report results to relevant joint standing committees one year after commencement and quarterly thereafter, including customer satisfaction surveys, implemented energy-saving measures, and year-over-year energy savings; upon completion, provide recommendations for expanding the program to individuals and businesses statewide.
