HB 6544 - Energy Efficiency

• Expands Energy Conservation Management Board membership to include municipal government and municipal clean energy task forces; adds goal to weatherize 80% of state's residential units by 2030.

• Establishes comprehensive program evaluation and measurement process with independent evaluators to assess cost-effectiveness and performance of energy conservation programs, with annual reporting requirements.

• Creates standardized energy performance contract process for state agencies and municipalities to implement cost-effective energy-saving measures, with guaranteed savings and contract terms up to 20 years.

• Revises Green Connecticut Loan Guaranty Fund program to establish performance targets ensuring 15% of single-family homes receive efficiency improvements by 2020 and integrates program with existing state energy initiatives.

• Requires electric and gas utilities to maintain and provide nonresidential building energy consumption data to the public in EPA Energy Star-compatible format starting January 1, 2012, and provide aggregate town usage data to municipalities upon request.
