Allows hospitals to administer emergency, timely, and necessary care to patients without a physician's order if authorized by physician-approved hospital policy and compliant with federal regulations (42 CFR Part 482)

Permits hospitals to provide prophylactic care and treatment to healthy newborns born at or admitted to the hospital nursery without a physician's order, subject to physician-approved policy and federal compliance

Authorizes hospitals to administer influenza and pneumococcal polysaccharide vaccines to patients without a physician's order when following physician-approved hospital policy

Requires the Commissioner of Public Health to adopt regulations implementing the vaccine administration provisions
