Creates liability protections for registered nurses employed by home health care agencies who provide in-home training to unlicensed caregivers or personal care assistants, effective October 1, 2011.

Shields registered nurses from civil liability when trained caregivers fail to follow specific instructions or perform tasks outside the scope of training provided.

Removes the definition of "homemaker-home health aide services" that previously excluded services for chronic and stable conditions, expanding the scope of covered services.

Consolidates and renumbers definitions in section 19a-490 by removing the "home health agency" definition and eliminating references to assisted living services from the institution definition.

Updates licensing references in sections 19a-493 and 19a-638 to reflect changes to home health care agency definitions and includes homemaker-home health aide agencies in licensing provisions.
