Requires short-term acute care general and children's hospitals to submit patient-identifiable inpatient discharge data to the Office of Health Care Access, including data from medical record abstracts and hospital bills.

Office of Health Care Access shall specify the timing and format of data submissions; hospitals using intermediaries remain responsible for ensuring timely and accurate submission.

Patient-identifiable data received by the office shall be kept confidential and is not subject to Freedom of Information Act disclosure, with exceptions only as provided in section 19a-25.

Office may release de-identified patient data or aggregate data to the public in compliance with federal regulations (45 CFR 164.514), excluding provider, physician, and payer organization names or codes.

Office may impose reasonable, cost-based fees for patient data provided to nongovernmental entities; effective October 1, 2011.
