Health care professions seeking to establish or change scope of practice must submit written requests to the Department of Public Health by August 15th preceding the legislative session, including detailed information on public health benefits, safety impacts, access to care, education requirements, and relevant state/federal laws.

Other health care professions directly impacted by a scope of practice request may submit written impact statements by October 1st, with requestors required to respond by October 15th describing areas of agreement and disagreement.

The Commissioner of Public Health must establish a scope of practice review committee for each request by November 1st, composed of two representatives from the requesting profession, two representatives from each impacted profession, and the Commissioner as ex-officio chairperson.

Review committees must evaluate public health and safety risks, impact on health care access and affordability, and the profession's ability to practice to the full extent of their education and training, submitting written findings to the joint standing committee on public health by February 1st.

The Commissioner of Public Health must report to the legislature by January 1, 2013 on the effectiveness of these scope of practice review processes and may recommend improvements.
