Commissioner of Public Health shall adopt regulations allowing unlicensed personnel in residential care homes to obtain certification for medication administration.

Regulations shall establish training requirements including initial orientation, resident rights, medication identification, behavioral management, personal care, nutrition and food safety, and health and safety.

Unlicensed assistive personnel may obtain and document residents' blood pressures, temperatures, and weight using digital medical instruments, and assist residents with glucose monitors.

Immediately suspends and voids all policies and procedures implemented under section 44 of public act 09-5 of the September special session regarding medication administration.

Repeals previous statutory language that mandated implementation deadline of January 1, 2010 and replaces it with a more flexible regulatory framework under chapter 54 procedures.
