Requires nursing homes to reserve beds for hospitalized Medicaid recipients for at least 15 days and provide readmission to first available bed upon discharge from hospital, with state reimbursement under specified vacancy conditions.

Prohibits discharge based solely on change from self-pay to Medicaid status and protects self-pay residents from discharge for nonpayment of less than 15 days arrears.

Establishes standardized audit procedures for long-term care facilities, including 30-day advance notice (except in fraud cases), 30-day provider response time, preliminary and final written reports within defined timelines, and binding arbitration for unresolved disputes.
