Repeals and replaces Section 31-121a of the general statutes effective from passage.

Labor Commissioner shall appoint an impartial fact-finder upon request during strikes, work stoppages, or lockouts at licensed health care institutions if the dispute endangers or may endanger patient or community health and safety.

Fact-finder shall investigate causes and effects of the dispute and issue nonbinding recommendations for settlement to the Commissioner and parties involved.

Any person hired to replace a striking or locked-out health care employee must provide a copy of their valid license or certification to the Commissioners of Public Health and Social Services before beginning employment.

Cost of the fact-finder process shall be shared equally by both parties to the labor dispute.
