Authorizes Theresa Jeffries to present a claim against the state to the Claims Commissioner, notwithstanding her failure to file a proper notice of claim within the statutory time limitations required by Connecticut General Statutes sections 4-147 and 4-148.

General Assembly determines such authorization is just and equitable, supported by compelling equitable circumstances, and serves a public purpose.

State is barred from using as defenses the failure to comply with notice requirements, the claim's previous consideration by the Claims Commissioner, General Assembly, or in judicial proceedings.

Takes effect upon passage.
