Repeals and replaces Section 38a-568 of Connecticut general statutes effective October 1, 2011, regarding small employer health care plan requirements.

Board must establish standard small employer health care plans in five categories: basic hospital, basic surgical, major medical, comprehensive, and health care center plans, with the commissioner's approval required.

Adds new provision requiring board to establish lower-cost plan options with higher deductibles by January 1, 2012, including high deductible health plans compliant with Internal Revenue Code Sections 220 and 223.

Requires all small employer carriers to file approved plans with the commissioner within 60 days and offer them to small employers, except in limited circumstances involving service area capacity or financial impairment.

Allows carriers to cease marketing to small employers only by notifying the commissioner and accepting a five-year prohibition on re-entering the small employer market.
