Requires the Commissioners of Transportation, Motor Vehicles, and Revenue Services to each prepare quarterly reports on the Commercial Vehicle Information Systems Networks program, beginning on or before July 1, 2011.

Reports must cover progress on implementing twenty-four-hour electronic application, payment, and credential issuance for the oversize/overweight permit system, International Registration Plan, and International Fuel Tax Agreement.

Each commissioner must report on areas of the program under their jurisdiction, with the Commissioner of Motor Vehicles consolidating all reports and submitting them to the joint standing committee on transportation.

Takes effect immediately upon passage.
