Department of Transportation shall identify locations near interstate highways to serve as refuge areas during inclement weather, available upon gubernatorial order for vehicles leaving highways.

Eligible refuge areas include state parks, commuter parking lots, state facility parking areas, and private property (with owner permission).

Private property owners who allow their property to be used as refuge areas receive liability protection against claims resulting from such use during inclement weather.

Department of Transportation must prepare a plan by October 1, 2011 identifying potential refuge area locations and establishing methods, policies, and procedures for their use.
