Increases maximum width of all-terrain vehicles from 50 to 60 inches and dry weight from 600 to 975 pounds, effective October 1, 2011.

Changes engine requirement from 50 cubic centimeters piston displacement to more than five horsepower, and modifies seat design requirement from "straddled" to "off-road riding" configuration.

Requires Commissioner of Environmental Protection to make available at least three state properties in different counties for all-terrain vehicle use by July 1, 2012, while considering environmental impact.

Removes age-based restrictions on certificate issuance while maintaining requirements that persons under 12 cannot operate ATVs and those aged 12-16 must be supervised by someone over 18.

Deposits all-terrain vehicle registration fees ($20 per vehicle, biennial) into the General Fund for the Department of Environmental Protection to establish and maintain ATV trails on state properties.
