Requires outdoor advertising structures to be completed and operational within six months of permit issuance, with permit cancellation for structures not completed or unable to display advertising by the deadline.

Increases application fees for outdoor advertising permits from a single rate to $50 for structures under 300 square feet and $100 for structures 300 square feet or larger.

Doubles annual permit maintenance fees: from $20 to $40 for structures under 300 square feet; from $40 to $80 for 300-600 square feet; and from $60 to $120 for 600-900 square feet.

Establishes a $100 transfer fee payable by the transferee when a permit is transferred between different persons, firms, or corporations.

Clarifies application procedures to require written applications on commissioner-furnished forms, signed by the applicant or authorized agent, accompanied by property owner consent and applicable fees.
