Authorizes traffic authorities at community-technical colleges, University of Connecticut, Connecticut State University System, and state-operated facilities to install stop signs in addition to existing traffic regulation powers.

Applies to state facilities under the Department of Children and Families, Department of Mental Health and Addiction Services, Department of Public Health, and the Veterans' Home.

All traffic regulation changes require approval from the State Traffic Commission and relevant department commissioners.

Reorganizes existing traffic authority provisions into numbered lists (1-7) for clarity while maintaining the same regulatory powers regarding parking, speed limits, one-way traffic restrictions, and crosswalk designations.

Effective October 1, 2011.
