Repeals and replaces Section 29-406 of the general statutes regarding building demolition permits, effective from passage.

Exempts structures acquired by the Department of Transportation for transportation projects from municipal waiting periods of up to 180 days before demolition permit issuance.

Requires demolition permit applicants to provide proof of liability insurance (minimum $100,000 per person/$300,000 aggregate for bodily injury; $50,000 per accident/$100,000 aggregate for property damage), utility disconnection certificates, and a valid demolition license.

Maintains existing provisions allowing towns, cities, or boroughs to impose waiting periods up to 180 days for non-DOT demolition permits by local ordinance.

Requested by the Department of Transportation to expedite removal of structures needed for pending transportation projects.
