Department of Economic and Community Development must establish a solar energy loan program by September 1, 2011, in partnership with private banks and lending institutions to finance solar installations for in-state small businesses and residential customers.

Loans shall be structured so that cost savings from solar installations offset the monthly repayment amount, with customers able to repay through their monthly electricity bills.

Department must establish participation criteria for solar energy system installers (considering prior experience, in-state location, and job creation potential) and for participating private banks and lending institutions.

Department shall adopt regulations pursuant to chapter 54 of general statutes to implement the program, including eligibility requirements, loan terms, and application procedures.

Department must include in its annual report (effective July 1, 2011) a summary of program activity including number of installations, estimated jobs created, and estimated energy savings.
