Establishes a basic health program under the Department of Social Services effective January 1, 2014, in accordance with the Affordable Care Act.

Makes individuals under 65 years of age with family income up to 200% of the federal poverty level who are ineligible for Medicaid (Title XIX) eligible for medical assistance through the basic health program.

Requires the basic health program to provide all benefits, cost-sharing limits, and consumer safeguards that apply to standard Medicaid.

Creates a separate, nonlapsing "basic health program account" within the General Fund for operating the program, with excess federal funds to be used to increase provider reimbursement rates.

Directs the Commissioner of Social Services to take necessary actions to maximize federal funding for the basic health program.
