Changes terminology throughout child support statutes from "TANF" (Temporary Assistance for Needy Families) to "TFA" (Temporary Family Assistance) and restructures references to the Connecticut Child Support Enforcement Bureau to "Bureau of Child Support Enforcement"

Modifies section 46b-215a to establish a Commission for Child Support Guidelines consisting of 11 members to issue child support and arrearage guidelines every four years, replacing previous language about reviewing and updating guidelines

Updates references to cross-referenced statute sections from "46b-213v" to "46b-213w" and from "46b-213q" to "46b-213r" throughout multiple sections of child support law

Allows reports submitted to the General Assembly under child support statutes to be submitted in electronic form rather than requiring physical copies

Clarifies that assignment of support rights for children receiving foster care maintenance payments under Title IV-E applies only to support accruing during the period of assistance, not to exceed total assistance provided
