Department of Correction shall establish advisory committees in municipalities that contain correctional facilities and lack existing public safety committees.

Each committee consists of the facility warden and five appointed members: one from business community, one from social services, one from local law enforcement, and two from the general community, appointed jointly by local General Assembly members.

Committee members cannot be individuals serving probation or parole sentences.

Committees must meet quarterly and discuss inmate population demographics, department policies and practices, facility programming, and reentry initiatives.

Committees must submit a report by January 1, 2012 to the General Assembly's cognizant standing committee outlining concerns and recommendations, effective July 1, 2011.
