Reduces printed copies of legislative documents by mandating electronic distribution instead, including legislative records, bills, journals, and indexes available on the General Assembly website.

Limits distribution of printed legislative materials to specific recipients (State Library, courts, municipalities) and replaces mailed copies with electronic versions where applicable.

Requires state agencies and commissions to submit reports electronically to legislative clerks and the State Librarian rather than in multiple printed copies.

Allows public agencies to provide Freedom of Information Act requests in electronic format (email, disk, or other media) at agency discretion, with fees not exceeding 25-50 cents per page.

Directs various state agencies to review and reduce duplicative reporting requirements, convert forms and bond documents to electronic format, and develop green practices policies by January 1, 2012.
